Texas HCBS Transition Plan


~~Effective March 17, 2014, the Centers for Medicare & Medicaid Services (CMS) issued a final rule under which states may provide
 home and community-based long-term services and supports. Under 42 CFR §441.301, states must meet the new requirements for home and community-based long-term services and supports by March 17, 2019. The new rule requires the state to ensure all settings in which home and community based services (HCBS) are provided comply with the federal requirements to ensure that individuals receiving HCBS services and supports are integrated in and have full access to their communities, including engagement in community life, integrated work
environments, and control of personal resources.
